DPs are unable to view declined comments from the FM on the SOR Variation form

Currently, the FM has to put his decline comments under the individual code being declined. The FMs often forget to do this and only put their comments in another field that the DPs can't view. See below -

Can we allow the DPs to view the declined comments from additional fields? They are visible for BMB ST3 users but not DPP ST3 users. It would also be helpful if the declined reason could be captured in the auto-generated email sent to the DP.
